CEHAT completed a decade of existence in April 2004. In order to commemorate the occasion, eminent Economist Prof. Yoginder K. Alagh (Chancellor, Nagaland University; Chairman, Scientific Steering Committee of the International Social Science Programme of UNESCO; formerly, Union Minister of Power and for Planning and Programme Implementation; Member, Planning Commission; Vice Chancellor, Jawaharlal Nehru University, New Delhi) delivered a lecture on 'Securing Human Rights under the New Political Economy : Employment , Human Security and Governance Issues' at Rama Watumull Auditorium, K.C.College, Churchgate, Mumbai on the 15thof April, 2004. Eminent Economist and Vice Chancellor, University of Mumbai, Prof. B.L.Mungekar was the Chairperson for the evening and presided over the function.

The audience at the lecture was a mix of academics, activists, NGO representatives, as well as interested lay public. The function concluded with high tea.
